こちらでWindows7にてテストしてみましたが、問題なくアップロードされました。
ただ、アクセス権限のエラーが1点でたのでそちらを修正したバージョンは、近々リリースする予定です。
ｆｔｐ接続がなんらかの原因で接続されていないでしょうか？
（プロバイダだったり、ルーターだったり、セキュリティソフトだったり）
